We have the honor to acknowledge receipt of your dispatch of 7th Instant, bearing reference to the conveyance of Chinese passengers by the British Brig "Fortuna" to Manila, while neglecting to comply with the regulations of the Chinese Passenger Act of 1855.

In reply, we beg to say we are much surprised that any such charge should be brought against the "Fortuna"; she has been running betwixt Amoy and Manila, for some time back with passengers,
